Hanoi aims to build millions of square meters of social housing

Having failed in its goal of developing social housing in the 2015-2020 period, Hanoi recently set a goal of building millions of square meters of social housing in the 2021-2025 period.
Statistics on the results of social housing development in the period 2016 – 2020 show that Hanoi has failed in building social housing in many targets. Specifically, the target set by Hanoi is to invest in building more than 6.2 million m2 of social housing floor space, but only more than 1.2 million m2 has been achieved (a shortage of more than 4.9 million m2).

According to the results of the State Audit announced when auditing the social housing program of Hanoi City in the period of 2015 – 2018, by the end of 2018, only 14% of the plan had been achieved. Most of the social housing projects in the period of 2015 – 2020 approved by the Hanoi People’s Committee at the end of 2014, expected to be completed in 2015, were behind schedule or even not implemented. However, the Hanoi Social Housing Development Plan for the period of 2021 – 2025 (Plan) recently approved by the Hanoi People’s Committee sets a large target. Specifically, the Plan states that the total demand for social housing floor area after 2020 that needs new investment is about 6.8 million square meters of floor space. According to the approved Hanoi Housing Development Program for the 2021-2030 period, the target of developing social housing by 2025 is about 1.25 million square meters of floor space. From the beginning of 2021 to the end of 2022, Hanoi has 4 completed social housing projects, 46 ongoing projects with about 2.90 million square meters and 5 concentrated social housing projects under implementation.
On that basis, Hanoi City estimates that the total demand for social housing floor area in the 2021 – 2025 period requiring new investment and construction is about more than 1.2 million m2 of floor. Specifically, it is expected that in 2023, nearly 33,000 m2 of floor will be completed, in 2024, more than 360,000 m2 will be completed, in 2025, more than 475,000 m2 of floor will be completed…
After 2025, Hanoi City has 28 projects under implementation with a total production area of over 2 million m2 (projects that have not yet had decisions or investment policy approvals, have not yet cleared land, and must be reviewed due to planning adjustments, slow progress, etc.). Hanoi City will study and propose social housing areas along Ring Road 4, then assign the district level to study, establish, submit for approval the project investment policy, as a basis for organizing the selection of investors for concentrated social housing areas. According to the Plan, the estimated capital to complete the development of social housing in the 2021 – 2025 period is about 12,300 billion VND. Of which, the budget capital is nearly 300 billion VND, the rest will rely on social mobilization from enterprises, credit institutions, etc.
Hanoi also plans to use 20% of the money collected from the land fund, 25% of the capital from the budget or loans from the City Development Investment Fund to prioritize the development of social housing. Specifically, it will be used for planning, adjusting planning, site clearance, infrastructure investment, etc.
Regarding solutions, Hanoi will balance the demand for social housing in districts, towns and cities to ensure reasonable distribution in the area, according to the planning. At the same time, review industrial parks, areas bordering industrial parks; review new urban areas, urban areas that have not reserved 20% of land fund to determine location, fund for building social housing to implement the development plan.
On the other hand, encourage investors and businesses in industrial park infrastructure to invest in building social housing in sync with trade union institutions according to the planning, serving workers and laborers in industrial parks. Propose that the Government give Hanoi the authority to adjust the planning of industrial parks and export processing zones to supplement land funds for building social housing for rent…
The Department of Construction is assigned as the standing agency to implement the Plan, other departments and branches such as Planning and Architecture, Planning and Investment, Natural Resources and Environment, Finance, Tax Department; People’s Committees of districts, towns, etc. according to their related functions and tasks, coordinate to implement the plan.
